The fact of the matter is that if FIFA is going to have a WC in Qatar and that's not changing, it's dangerous for both players and fans to have it during the summer. We're still in time to revoke Qatar's WC, considering they promised air conditioned stadiums, but the FIFA committee has already spent all that bribe money, so it's not happening.

That's just an excuse. Every stadium in the midwest and the north of the US are indoors with air conditioning. Why? It's like Qatar in the summer in Texas/Arizon/etc. and like Antarctica in the winter in Minnesota/Buffalo/etc. Qatar had always planned to build stadiums modeled on the ones in the US (and Canada btw). None of those stadiums are open air. The newer ones have a retractable roof for the good weather months...
There's absolutely nothing dangerous for the players or fans. I worked in the middle east year round (UAE and Qatar among other places) and it's absolutely fine unless you decide to spend an hour under the sun with no water lol. It's extremely modern and there are covered shopping centers all over the place.
This is about FIFA using this as an excuse to open themselves the winter window to schedule events.
EDIT: For fans, you typically have air conditioned tented pavilions for them to tailgate before and after games in the US. Heck, they held US WC games in some of the hottest places and it worked. I don't see why it wouldn't work in Qatar.

FIFA president Gianni Infantino has announced that the 2022 World Cup in Qatar will take place from November 21st to December 18th
