Also, the likes of Adebayor, Song, Fabregas, Van Persie, Diaby, .. were all picked from relative obscurity and polished into diamonds at Arsenal.
We aren't seeing that any more. That is the issue I referred to in my previous post - grooming young players.
These guys had experienced heads around to learn from. That hasn't been the case with Theo/Ramsey/Ox/Jack/Gibbs - they had years of being surrounded by mediocrity and fans expecting them to transform into greatness. Don't know how Giroud can be considered an example of not being able to spot talent when he's scored 84 goals in four seasons at the club. I recall Bayern were interested in him when we signed him.
Also you mention the German market - Arsenal wanted Reus before he went to BVB, Draxler back in 2014 and were consistently linked with Lars Bender for a good three years. That we didn't buy these players had more to do with money than not knowing they were there.
There have been players we've missed out on but for a lot of them I think it comes down to finances more than scouting.

At some level, we are also not the most attractive club to players in Tier 1+.
That is to say, the likes of Madrid, Barcelona, Bayern, now Juve, QSG - heck, even Chelsea, City and United. That is also correlated to money and on-field success - both KPIs where we still trail a fair bit.

According to Le Buteur (Algerian paper apparnetly?), Mahrez is close to joining.

Guardian reporting Mahrez won't sign a new contract with Leicester.

Arsenal will submit an improved offer of £33.7m for Alexandre Lacazette and will not return to the negotiating table if it is rejected according to Greg Stobart

Anyway, if we somehow landed Mahrez, I still wouldn't call this a successful window. It'd only be half of the problem positions sorted, with the spine of the team still not strengthend enough.

My point was, the French talent pool is among the very best in the world, and yet Wenger has not managed to get neither the top players nor the top youngsters out of that talent pool in let's say the last 5 years, despite siphoning from the Franch talent pool supposedly being Wenger's special skill.
So that#s the skill he lost, and whether you signed Debuchy from Newcaslte or whether Giroud was sought after in 2010 doesn't matter.
