Should be more than enough for the demands of a 13 year old. Should do modern games at medium maybe even high at 1080p60Hz

You can copy from Ribery, you can copy from Thomas Muller. What he did at the World Cup, people don’t talk about it. They don’t talk about it, but they should talk about it. He plays the game the right way: he defends, he attacks, he controls the ball when he has to control it, he reverses when he has to reverse it. When he has to finish, he’ll finish. He doesn’t do stepovers, but when he has to perform, he performs. He does what the game asks him to do.”"

Depends on his monitor resolution and what kind of games he plays. Also, the power supply should be able to power up the GPU. Noname PSUs tend to die out rather fast if they have to power up any half decent system with a modern GPU.

That GPU in your link is good enough for low to medium settings in modern PC games and medium high for older ones at 1080p. It consumes 75W only so good enough.
