It means there are sick people in this world.

How any person, much less a fan of football, can watch oscar play and think hes only two ratings below someone like Yaya Toure is terrifying.

It's like people think we have come so far since hitler, and that it would never happen again. Then you think of a bloke like Kony, and the guy who gave Oscar an 84 rating in that FIFA game, and you come to the realization that we, as humanity, have not come far enough.
