I personally don't think it will. It's a cycle. Teams in the continent have caught up with the PL and have now surpassed it (on the pitch). PL is on a downward slope compared to the upward trajectory it was on in the mid 2000's.

Barring a miracle in Camp Nou and Monaco....it's a wrap. Barca are on super form right now and Monaco have the meanest defence in the CL, can't see Arsenal winning by 2 clear goals.

Hull City out of the EL in the play-off round against Lokeren.
Liverpool out of the CL in the group stage against Basel.
Liverpool out of the EL in the last-32 against Besiktas.
Tottenham out of the EL in the last-32 against Fiorentina.
Chelsea out of the CL in the last-16 against PSG.
Man City will go out against Barcelona.
Arsenal look set to go out against Monaco.
Really hasn't been a great year for English football in Europe...
But Everton are still in the EL, come on you Toffees, do us

Year? Try half-decade. This league has been shockingly poor in Europe for years now, and even Chelsea who've essentially been England's flag-bearer on the continent for that period are now out. Really sad state of affairs and what's more, I struggle to see it changing course anytime soon.

Liverpool will change it next season when they get their feet under them. They are the true English representatives of Europe.
That said I don't think it represents a decline in the PL so much as other leagues improving.
It's also worth noting that the English teams seem to have the toughest schedule over the year. So many games jam-packed. I know it at least contributed to Liverpool going out of the EL (both Henderson and Coutinho, their two best players, unavailable for the return leg against Besiktas). Chelsea have looked very fatigued/slow the entire second half of the season so far but that might just be because Mourinho hates rotation.

The league is terrible.
From the top down. The coaches to the players.
Terrible.

Thought this article was a decent attempt at explaining why English teams have struggled in Europe:

Re: Barclay's Premier League '14-'15 discussion V8
All right, we enter the last 10 rounds in the Premier League and the results, the table, they are going to be telling us more and more about each club's fate this season as we go into this stage of the season.
Crystal Palace v QPR
It doesn't look good for QPR, who have picked up only three points from their travels and have only four home games left and are in the relegation zone. They are going to have to grab a win or two on the road and should they manage it here, that would give them a big boost. Crystal Palace on the other hand are already smelling that sweet scent of another season in the Prem, thanks to that man, Alan Pardew.
Arsenal v West Ham
The off-form Hammers have drifted off to mid-table comfort and will probably know their place in this London derby as the Gunners look to secure a top-4 finish.
Leicester v Hull
Thei game in hand is against Chelsea and they're seven points from safety; Leicester are probably as good as gone. Or are they if they win here? It's a must win game for them.
Sunderland v Aston Villa
A big game between the two teams that are right above the relegation zone. Could be one of the hardest-fought matches this round.
West Brom v Stoke
West Brom could do with a lift of spirits as they have just lost twice to Aston Villa, in the league and in the cup. Stoke are having an impressive season under Mark Hughes; they are in 8th place and their three-game winning streak is the third-longest in the league right after Arsenal and Liverpool.
Burnley v Manchester City
Burnley got a draw from the reverse fixture in December and could do with another surprise here. They're firmly in the relegation spots, have only two points from their last seven games and have a pretty tough run-in. With the title seemingly gone and a game against Barcelona coming up for City, Burnley might even have a chance of getting that surprise win, I reckon.
Sunday
Chelsea v Southampton
They will win the title, according to Jose himself. With a five-point gap to 2nd and a game in hand against the league's bottommost club, he's most likely right. First they have to beat the stubborn Saints, though.
Everton v Newcastle
I'm on the "Everton to reach the Europa league final and lose it 5 - 0 while getting relegated from the Premier League" bandwagon.
Manchester United v Tottenham Hotspur
It doesn't get better than a top-4 six-pointer. Here's hoping there will be only two points from this game, though, one for each.
Monday
Swansea v Liverpool
They can be annoyingly good at home, Swansea. They're struggling to score, though, with Bony gone and Gomis fainting at the thought of replacing him. Very much the sort of game from which a victory would go a fairly long way in making up for our early season struggles and would leave us in a good position in regards a top-4 finish. Not happy that it's a Monday night game, though.

I meant an on-going win streak (Premier League matches only). Us and Arsenal are on a four-game streak and Stoke have won three on the trot.

Watched the first-half of Palace v Queen's Park Relegated and QPR concede some really bad goals. Palace were just OK, but got a three-nil half-time lead. Can't be bothered with the 2nd half.

Villa had not scored in 10 hours in away games and now they have four
Looks like Sunderland could be the only team bad enough to give the relegation zoners any hope.
