To compete you need players to do so, a smart manager will know his squad and plan his objectives based on that.
If I were an Arsenal fan; I wont mind us leaving the CL early, plan for a CL spot next year, and focus on the FA cup since it is the only realistic target if Arsenal are not competing for the PL or the CL.
Next summer is a different story, by then he would have 100% know who is to stay and who must, and then get new READY players for the needed positions.
This. Sometimes it takes a season of mediocrity and underperforming for those in charge to wake up and realize something needs to change. Like Bayern when they finished 4th after that Klinnsmann experiment, or Liverpool after the Hodgson/Hicks/Gillett nightmare, or Man City every transfer window.
