I think Jan Verthongen from Ajax would fit. Diawara from Marseille would be good too. and maybe Otamendi from Porto, but i'm not sure how his passing is.

Tulio Tanaka would be perfect for Arsenal, shame he is 30.
His passing may be his weakest attribute, but he can make up for it by his kamikaze never say die attitude. With him at the back, Arsenal players would be afraid of NOT playing well. (He would be like, I will karate chop your ass if you show yourself in the dressing room).
