Well not like tv can't pay a lot of money, Ashton Kutcher made 24m$ in 2012, which is more than he could earn making 20 movies. Tv offers steady and great pay. The pay isn't the problem imo, it's more that it isn't the best choice creatively in your career.
Would love a great actor as Ra's al Ghul though. Viggo Mortensen is my dream choice, but then again, he is that for most older comic book characters. Charles Dance would be good imo.

Whoever he is, he needs to at least act middle eastern. The guy who is playing Doran Martell in GoT would be perfect. But obviously he won't.

TV can only pay like that when the show is watched by a crazy no of people... no one is US really watches CW channel, only less then 3m people watch Arrow on TV,
while 2&HM gets over 10m and has been running for 11 seasons and is on CBS (the most watched channel)

the same for a show like Walking Dead, it gets less then 6m viewers in US, while a show like NCIS get can get up to 20mil

Tv is a more consistent and steady pay for the most part. Getting great actors on tv has become a lot easier though, because of the creative vision that show offers. As the artistic and storytelling quality of tv increases, more great actors will do something in that medium. Just like Woody Harrelson, Mads Mikkelsen, Matthew McConaughey and Kevin Spacey are doing. Since they can get a steady paycheck, while also satisfying their artistic needs.

You won't see the likes of those list on a channel like CW unless it's a cameo... HBO, CBS, NBC, the big channels are were they go

They go where the quality is. If CW improves the quality and reduces their amount of episodes from 22 to 8-12 they can get more great actors in their shows. Hannibal and Arrow had the same ratings. And the quality of the actors in Hannibal is so much above the one of CW. If they continue to improve they can become like AMC and attract greater talent. They're still a great distance from achieving that. They need to be more serious, and actually cast women who aren't 10's across the line. Take arrow as an example, even the mother is sexy as hell. That's just weird.
