It's kind of obvious, what the criteria are, looking at the list alone.
They're all players that are fun to watch, quite young, play for big clubs, and in big leauges, it's actually not surprising.
But those lists change fast with each major tournament, and each UCL season. It's not a dumb projection, but you really can't predict too much in football.

Well RGs point is actually pretty sensible, bad as it sounds.
There's some safe bets, like CR and Messi, since they play for Real and Barca, but most players can come crashing down fast in value, unless they're NT legends, but those are few and far in between these days.

LOL, I haven't even heard of 28 of those most marketable persons... 
(Well, I guess it's because you rarely hear anything about cricket, American Football, Baseball and US motorsport here in Germany and and I'm not exactly interested in basketball or boxing either). ^^

Why is Wilshere marketable?
He is the new poster boy for England, and one of the few Englishman that have the wc potential. English Players are marketable everywhere , with perhaps the exception of South America.
