Actually the club has always attempted to live within their means. The signings that were made were frugal and rational(unlike those of City, PSG etc) and were made based on expected capital injection which didn't come due to exogenous factors.
Even with these signings the total wage bill was still among the bottom lowest in La Liga. At the moment it's considerably lower and is likely the lowest of any non-newly promoted club bar perhaps Levante.
When this capital injection didn't come they sold a bunch of players and kept the necessary ones and now do have enough money to pay their debts.
Unfortunately UEFA has deemed it necessary to withhold that money until the debts are paid.
Nevertheless they continue in their negligent ambivalence toward the gimmick endorsement deals that fuel City and PSG's meeting of their FFP laws. It's interesting that they would do that and then actively seek to impede what has been a pretty amazing project.
But whatever.

Being behind on wages is an absolute no-no though for any business... it doesn't matter that you feel that you can pay them in the future. That doesn't smell like a responsible or well run organization at all. In fact, it sounds like it's run terribly tbh.
UEFA or La Liga cannot allow clubs to just fall behind wages without consequences. You can't allow clubs to get get away with it. That's what caused the strike a year ago in La Liga.
In the US, the Los Angeles Dodgers were taken over and forced into bankruptcy for this reason. They had a new TV deal coming... but the league would not allow a club to fall behind on wages. In the end, the owner was forced into bankruptcy because the league took over and the club was eventually auctioned off.
You have a responsibility as a club owner to meet all current demands of the club... just like any business owner.

Al Thani was promised certain things concerning the new media deal by La Liga and the city of Malaga regarding his football training facility and marina project.
La Liga shafted him and so did the City of Malaga. So he cut off all investment until both these issues are resolved. Pretty simple actually.

Isco would be a nice buy, but I think we will look towards James Rodriguez from Porto....but Isco ability to play on the Wing is interesting especially with all signs pointing to us selling Nani which is why I believe we will go for Rodriguez

FFP such a joke. The only way of changing anything or balancing things out like this was intended to would be salary caps. Not some sort of weird budget balancing loophole filled nonsense.

Malaga is a great city, and I can understand why he wanted to invest there most arab/berber influence.
