well, it's probably a combination of things. without going into too much detail i'd say the following are part of it:

a) the history with great german keepers like Maier, Schumacher, Illgner, Köpke, Kahn etc. sure makes goal keeper an appealing position for youngsters. therefore it is also easier to sustain such a legacy.

b) many of these former greats go on to teach young german keepers in the academies and therefore pass their wealth of knowledge on.

c) physical attributes. germans are relatively tall people and this comes in handy when you're a goalkeeper of course.

Other than what Toffer already listed, the German clubs also put a lot of trust in young German keepers. Right now of the starting keepers in the BL clubs, the vast majority are German (the only two non-German starters are Swiss, btw). So if you decide to become a GK, your chances to actually play for a good team here are bigger than, say, in England, where the majority of GKs in the top clubs are foreign.

If you look at other countries with many top GKs (e.g. Italy or Spain), you will see that there the clubs also put a lot of trust in their domestic products.

Trapp is much better than Leno IMO and almost as good as Ter Stegen.
