Is there a player who runs faster with the ball than he does without it?
I think there is one player at least which i know of. catch him if you can. it's a lovely lovely video.

Kaka isn't a fast dribbler nowadays.

In terms of who is, maybe Hazard, Ronaldo, Bale, Robben, Di Maria etc.

If by fast dribbler you mean kick the ball ten meters and run, probably Tello or Walcott. If by fast dribbler you mean speed and frequency of controlling the ball, Messi is twice faster than anyone else.

i dont know if messi is the fastest. i think ronaldo is faster with the ball but his close control isnt anywhere near messis.

Kaka was the fastest i've seen this decade. Messi probably accelerates the fastest, however his top speed is lacking.

i think he met who is best using both the criteria you laid out, and i think that apart from ronaldo and messi, i reckon its between bale and lucas moura who is just unbelievably quick .

tello has excellent close control as well.. he is a very very good player, hes very similar to cristiano ronaldo .
and a mention to eden harzard as well who is among the top 3 dribblers in the epl and i think certainly among the top 5 quickest players in the league as well

Merely being blessed with speed and running sideways shd not count as dribbling
