Arent there rules in place to prevent multiple ownership, shady loan deals amongst British clubs like that?

I don't think so, they're not in same competitions, so why would there be any restrictions.

I think I remember reading something about whether Vitesse would be allowed to play in the Champions League if they qualified, because of their close ties with Chelsea (a friend of Abramovic's owning the club, basically Abramovic owning it just in his friend's name). If Rangers and Newcastle got into the same European competition, maybe there would a problem then, I don't know.

EPL clubs cannot loan more than 1 player to another EPL club, otherwise it is fine.

For example, Boro currently has 3 Chelsea players on loan, Omeruo, Kalas and Bamford. That is fine.

If all this asset stripping means we are getting closer to Ashley selling the club and buying Rangers I'm all for it.
