National teams have priority over the clubs.

Argentina / Brazil can live without their stars for their first game if they even miss them due to missing preparations.

but the national teams will not force their captains to choose or atleast shouldn't

Brazil made Dante miss the 2013 cup final for the Confed Cup preparation. Threatened to kick him out of the squad if he didn't appear 'in time'. Gustavo too.
Of course, they can't bully around Neymar.
