Is Lukaku a Homegrown Player?

not according to the tradtional definition of homegrown but to the PL rules concerning home grown players
under the PL rules every teams squad must have a certain umber of homegrown players, there are players who are english OR players who have spent 3 years in England before turning 21
Not sure when lukakus birthday and the like is but by the time he's 21 will he be concidered a"homegrown" player

By the time he is 21 he will be considered a home-grown player.
Since Zhirkov left, we have two non home-grown slots left. You can have as many under 21's as you want.

You have to admire Chelsea for the way they bring through youngsters. The likes of West Ham and Manchester United can only look on with envy.
