No, I actually believe he should be lower than 83.
He was rated 80 after the January update. He's hardly changed since then, so I don't see a reason to increase his stats in anything other than consistency.
Also considering he's 19 and will improve in game (if they sort out their player growth system, that is). His overall may be 84 or 85 after a few seasons. If it were 86 from the start, then he'd become a 90+ player easily. There're only one players with an overall in the 90's: Lionel Messi.
So, yeah, 86 is outrageous for many reasons.

80 is fine for a player his age. He'll be one of the best in his age group, certainly.
Number are overrated, anyways. He's very aggressive, fast, and passes very well. Just like in real life.
He's a total beast in FM11, and will be better in FM12, so...

While we're at it, shall we have a go at predicting what the others players' overall will be?
Just off the top of my head:
Fabregas - 86
Same as last year for him, since he's not had an outstanding season. He hasn't had a poor one either.
Nasri - 86
A margainal increase from FIFA11. People who have played an early build of FIFA12 claim that Nasri's dribbling is absolutelty amazing, so I'm expecting very high dribbling and ball control attributes, plus slight increases in shooting attribute. Passing and creativity will probably be "okay" to level it out.
I bet people would complain about Nasri and Cesc having the same overall, though.
Van Persie - 85
Just a point increase from FIFA11. Not much needs increasing or decreasing really, other than perhaps consistency.

They should increase van persie by a point or two. I think his speed is a bit under-rated on fifa11. Hes not 79esque slow. 81 as acceleration should be fine

Van Persie is still a total beast in FIFA11. Even if he's slow and not that strong, goddamn, he can finish, blast the ball, create sweet passes, head decently and can play in any AM and ST slot.
Oh, and did I mention FREE KICKS? I'm missing is RL free kicks, BTW.

fifa 11 has been such an improvement from fifa 10, but they made it too difficult to score, i've played it for 7 months and still can't beat legendary....

2 cracking players Fabregas and Van Bobo but if they are really rated like that along with wilshere apparently being 86 i have lost hope in EA and the FIFA franchise..

EDIT: I'm thinking we should create a separate Arsenal FIFA thread where we can discuss not only players and ratings, but strategies, tactics, tricks and tips as well as help out those not as good at the game as others are (FIFA 11 and onwards..) What do you guys think?

This may or not interest you, but for the last two iterations of the FIFA series, I, and a bunch of other guys, worked on what we called on a "Realistic Tactic Project" over on EA's offical boards. The objective was to translate real life tactics into FIFA and, as you can imagine, I was always in charge of the Arsenal tactic.
I'll try dig up the thread, if you're interested.
I second the idea. We could also trade gamertags and PSN id's as well and set up a couple of tournaments now and then.

I've diligently followed the Realistic tactics project since it's inception (I think you guys came up with it at the EA sports FIFA forum), and it has been very helpful. Your tactics were spot on for FIFA10 but I think the project has somewhat stalled for FIFA11. There are no tactics on website, only links.

We did. It was very successful for FIFA10 but interest waned a bit for FIFA11. I know my own interest died down a bit since I became a bit annoyed (okay, really annoyed) with the game itself. We've always had the issue of getting the tactics up on websites and the project falters after a while since people lose interest. It is, after all, a niche thing and not people concern themselves with the tactics in FIFA. For good reason, since there are so many limitations in comparison to PES.

Agree with this completely. I'll make a thread as soon as I get over with my exams, but I don't mind anyone making it before I do.

It's much easier from a left footed profile, being more on the right side of the pitch. At about 25m they are much simpler. What you need to do is this: First, calculate your shooting angle, but take into consideration the balls spin. From this profile, from a left footer it will move from left to right. So don't put it on the post because you'll miss, but don't put it on the goalkeeper because then all he has to do is take a step and he reaches the ball. Make a mental calculation and put it between the keeper and the post.
I have a X360, so if you have PS3 use the equivelant. Once you've got the angle, comes the hard part. The shooting is done with a quick tap of the shoot button, barely giving it time to reach the yellow part of the power bar. Remember this is at ~25m. With your left stick, the one that gives spin and direction, put it all the way up, and a little bit to the right. This will put in the natural left footed spin, from left to right. If you pulled it off well expect it to go in.
