Russia is too frakking big to just generalize all its people. It has many different ethnic groups, religions and skin colors covering 2 continents.

How can you control that many people spread over so much land?

That is infact Zenit St Peterburg. They only allow "Red" skinned- Bruno Alves, Fernando Meira and Danny.
