I think Capello simply means to this level of intensity and organisation.

Don't get me wrong obviously credit is due just not for inventing it. Pep didn't invent anything, he was an innovator.

I dont care if you call it invention or innovation.
His philosophy is building a chemistry within a team. When he first arrived, got rid of a few senior players and built the squad around three players, Messi, Xavi and Iniesta.
He built one of the greatest clubs in the history by simply finding the right spots for his players.
I dont like his transfer record but then again, it comes to chemistry, his additions didnt suit his philosophy.
Id describe Guardiola's success on Chemistry and Discipline.

Pep might of invented each of his tactics, however he put things together and invented his own thing.
