So Fiorentina who finished 4th last season are forced to play a qualifier but Lazio a cup-winner gets direct entry into EL group stages.Is it justifiable ?

I guess that comes from the fact that the Cup Winners' Cup is one of the roots of the EL, so it is at least somewhat logical.

Naw. This was Stuttgart. They weren't in the EL quali on real merit (ended up 12th in the BL and only lucked out as they were losing against Bayern in the DFB-Pokal), so no one really expected anything from them.
