No they didn't, Suarez' action was no worse than a two legged tackle (I'd argue even less bad since it's unlikely Chiellini would've been injured from a bite). The punishment far outweighed the crime.

If I stole a pencil in Sweden and got a fine for it, stole a pencil in Australia and got a fine for it, should I get the death penalty in America for doing it a third time? The legal answer is no. First of all 3 jurisdictions are different. Second of all you can't be tried for the same crime twice. The previous crime shouldn't hold weight on a future crimes conviction.
I know the analogy is extreme but it relates. Legally what FIFA did is beyond chaotic.

reading your posts ,one would think Suarez got a suspension so lenghty that it could've affected his career , or a fine so heavy that it would've crippled him financially or put his family's well being in jeopardy .
something had to be done to stop that moron from assaulting players whenever he felt like it . this sympathy for a known cheat , diver, and racist is misplaced imo .
you want an actual extreme example of an irrational , three strikes induced punishment ?
Nick diaz , a UFC fighter , received a 5 YEARS SUSPENSION and a $160,000 FINE for testing positive for Marijuana ( 3rd time in his career ) .
keep in mind that at 32 and in a young man sport, a 5 years suspension is basically a death sentence for his career . and let's not forget that MMA fighters don't make that much , so a 160 K fine is absolutely devastating for someone like Nick who doesn't have any other skills or alternative source of income .
not to mention that Marijuana isn't even a PED ffs..
but please, tell me more about poor little Suarez and how he had to spend 3 months in Barça's world class training ground , working out and training with the best footballers in the world , wiping his tears with his weekly £200,000 paycheck .

It was completely irrational. Suarez was banned from playing the Copa America, an entire year later. He was banned from training with Uruguay, which is unheard of, and was made to feel so unwelcome he had to leave the country. He was completely ostracized.
