Yeah they were supposed to water it an hour before the game, which Milan agreed to do. This was supposed to be done after the delegates from UEFA visited the site and Barcelona trained there. How could they know if it was going to be watered until the match came and it was too late

Can't you read? The UEFA officials deemed the pitch condition suitable, which means the pitch was suitable to play on.

The reason you didn't win was due to some outstanding defending from Antonini, Ambrosini, Bonera and Nesta. Get over it.
