Why do Bundesliga refs give Little extra time?

Last season I noticed the average extra time was like 1.5 Minutes,
but even in Matches that are high scoring they give very little.
today Frieburg torched Hoffenheim 5-3 and the ref gave only 1 Minute of extra time after they were 8 goals and 6 substituitions.
maybe i am wacthing too much EPL

They are stingy? But really, that's a question I'd love to have answered myself. Two times this season already one ref even whistled full time short before 90 minutes! (Or they are simply lazy and refuse to work overtime?)

is there some sought of law to prevent players from overworking?
