Not exactly sure either but I'm guessing that as long as a player is on contract, the club has no obligation to sell to another club at any price unless they want to. With a player handing a transfer request, it obliges the club to look at the players interests as well, so forcing a transfer via formal procedures. Still a bit iffy and it's interesting that you bring up only English clubs on this.

I ask, because, clearly, the player is contracted to Everton.

Pretty sure there's nothing in his contract that says they have to sell him in midst of contact if he wants so, and says so 'officially'.

So has this any kind of legal ramifications. Is there anything in FA statutes or something that explains what a 'official transfer request' means?

Or is it just a pseudo-legal way of saying "I really want out"?

I heard that it basically mainly means that by making an 'official' request, the player usually forfeits certain bonus payments he usually gets, though I wonder what the benefit for him would be, other than to make a public statement of intent.

Usually it's just a way of putting pressure on the club.

Although most players don't do it because you give up loyalty bonuses by doing it.

I just have to chuckle because they always use the words "hands in", as if it were some official document.

The general reasoning is that a formal request waives any loyalty fee owed to player and makes it a concern to club about unsettling squad unity by keeping him against his will.  It's sort of a more legitimate way to do what Sterling did earlier this summer.
