Ok, but the concern to the club , about an 'unsettled' player, is there anyway the moment a player wants out.
So if a club decides to insist on not selling him and on him fulfilling his contract, I don't see how the player making it 'official' he wants to move changes THAT much.
He was 'unsettled already before making request, he still is under contract after making the request. Basically nothing changes at all except publicity.
If Everton want to keep him, they should keep him request or not.
No player is going to sulk for a whole season.

You're absolutely right to a degree, Hans. A very big part of a formal transfer request's influence is indeed the PR effect. However, it's far from the only part of that.
Obviously, each and every potential transfer situation is different and thus when a player's situation passes a "point of no return" varies. That said, a formal transfer request is generally (though seemingly less so in recent years) considered something of a red line. In large part, this is indeed due to a sort of "PR" effect... the player is formally announcing that he wishes to break ties with the club and all its accompanying parties (fans, squadmates, manager, etc) in permanent documentation. It's significantly more difficult to spin or backtrack from this and even if/when said player stays, and even potentially succeeds, at his current club that request will be a permanent mark. This is further empowered by the fact that the player is waiving the seemingly (and oddly, IMO) ubiquitous loyalty bonus that players tend to receive when they transfer before the end of their contracts. Particularly for clubs like Everton that have aspirations of competing well above their general budget level this can be a big deal.
