In this case, Bild only says there's been a 18m € bid from Napoli denied by Leverkusen (confirmed by their DoF), 'interest' from Arsenal and Atletico, and now they're saying also from Liverpool.
Apart from the Napoli bit that's not anything concrete.

Twenty-two-year-old Torreira left home at 17, packing his bags for Italy to join Pescara before having even kicked a ball in his homeland.

So, I told him, ‘Why don’t you play as a defensive midfielder instead of the playmaker?’ I put him in the first team immediately.”

Operating deeper, Torreira found the space he needed to conduct the play and led Pescara to promotion, immediately earning comparisons to a former alumni, Marco Verratti.

“If Torreira were 1.8 metres tall, he would already cost €100million and would be considered among the strongest playmakers in the world,” Sampdoria coach Marco Giampaolo told Corriere dello Sport. “He can play it short or long, wins the ball back, restarts play and always seems to know where the ball will be. He’ll go to a big club that does not care so much about his stature.”

I love Banega, but he would not do well in the Premier League.

He plays by inviting pressure and playing the ball at the last second. It works in a league that values midfield play and can sometimes slow down to walking pace, but I don't think it's suited for the more open and end-to-end Premier League.

He's a little different to Xhaka in style, but I think they play similar roles. And Xhaka's just signed a new deal, so...

We always have error prone GK since Seaman left, even Lehmann was one. It might just be an Arsenal thing. Let just trust the process and see how it turns out, I would rather try something new than giving Cech another year as main GK.

I don't know about you guys, but I won't be satisfied at this propsed 'change of the guard' at Arsenal, if we dont and sign a proper defensive midfielder.
