According to GdS (who started the rumours) It is only up to Chelsea to seal the deal for Torres.

Basically, everything is done but the severance pay. This deal could be done by tomorrow.

I wasn't able to keep up to date with this transfer story so correct me if I'm mistaken, are trying to loan him off for a couple of years?

I'm guessing we failed in selling him so we're loaning him to run out his contract and be done with.

Nope.

Deal is permanent BUT, we have to pay Torres out of his contract so I think we'll be getting about 4m pounds from him.
