What time is the draw? 12 PM (CET) or 17:45 (CET)???

The program with the draw starts at 17:30 GMT+2 (CEST), SKY said. The draw will probably be some ages later as the officials will talk hours to explain everything beforehand.

For me it would be so amazing if Dortmund/Leverkusen and Liverpool face each other at some stage in CL, I specially want Lverkusen to play against in KO stages.

Still another 45 minutes until the start of the event. Probably another hour before the actual draw starts.

You should be able to watch it on UEFA's site.
