Chelsea's youth policy is the biggest disaster in the footballing world, if you consider just HOW MANY *bleep* U21 players they amass and how none of them ever plays for Chelsea.
It's a disgrace, and a bad joke, and it's also talent mass murder.
Anyway, Baba to Chelsea not done yet.

Roma reportedly have an agreement with Fluminense for Gerson, cornering competitors Barcelona.
The Brazilian appears set to join the Giallorossi for an agreed fee of €15m, according to Spanish outlet El Mundo Deportivo.
Barcelona paid €4m to have transfer precedence on the player and are still in the race. Fluminense have already informed them of their agreement with Roma.
Now the Blaugrana have 48 hours to match the Roman offer, or they'll lose their rights over the 18-year-old.
Juventus were also linked with the player and might make another bid.

Not sure how disastrous that policy is for Chelsea, to be fair. More than half of those young players they sign end up moving on for a net profit and helping to fund Chelsea's bigger moves.

Sure.
It's disastrous though if you consider the target of a club's 'youth policy' to be to develop players for your first team so you don't have to make big money moves and also get a team identity.
Not being a marketplace to indiscriminately buy and sell 25 young players, going to 50 different loan clubs a season.
And I'd maintain it's disastrous for the players, on the whole.
Sure, some of them end up decent players in midtable teams.
Most of them though started out, and thus were acquired by Chelsea, as top prospects yet NONE end up top players.
As I said, talent mass murder.
No player can develop properly if he's signed to a club where he's got no perspective ever to actually play for the team (there's just too many young players), and then going to 4,5 different loan clubs in different countries, half a season here and there.

Sure, it's certainly less than ideal for the players themselves, but then again they've seen it happen a dozen times and STILL make the move to Chelsea initially anyway. At some point the question becomes whether we should really feel sorry for them too much if they're unwilling to learn from the experiences of others.
And honestly, I'm not sure Chelsea's youth policy has much of anything to do with producing players for the first team. I think they're achieving exactly what they want to between the player turn-over and third-party ownership deals/ties.
