Why FIFA Changed voting date for 2013 FIFA Ballon d'Or?

Seriously why did only that year they changed the voting date. It doesn't make any sense. If you want to change it, change every year or at least make it permanent date to validate your argument. IMO i smell heavy corruption. FIFA Needs to investigate heavily on authority who was responsible for that.

I see no one even Questioning about this after Blater and co corruption case.

Its not Messi or Ronaldo, my genuine question is why they changed it and no one even questioning them. Is not it is part of his hundred corruption.
