Apparently debate/votes within the company leaned towards Taker and Reigns over the Universal Championship match main eventing. Universal Title match will be second to last most likely.

Meltzer has reported there isn't a second FT draw in the company, and Cena's merch is still by far and away ahead of everyone elses.
They've positioned Reigns to take the role for the last 4 years and even now arguably at the peak of his popularity after being thrown accolade after accolade at the expense of the other talents, he is still far and away behind Cena and reportedly on the same level as AJ and Orton in terms of being the second biggest FT draw.
Once Cena cuts his schedule back further and the likes of Taker, Goldberg and Lesnar leave, they're going to find themselves in real trouble.

Honestly I hope so much that Reigns goes completely Stone Cold on The Rock at 17.

"According to the Wrestling Observer, WWE officials are beginning to feel Lesnar getting the win over Goldberg may be too predictable for the main event (Gee, really?). It’s now being rumored that Goldberg may in fact defeat Brock Lesnar once again in what’s being billed as their final match, and likely the final match of Goldberg’s current run.
It’s also being reported that unlike Survivor Series, the match will go over two minutes, as the company has been saving anything the two are capable of doing for this final encounter. Goldberg’s current run was only supposed to be a one-off match at Survivor Series, before WWE swerved us with Goldberg squashing Lesnar, so they may in fact end this feud the same way it started."
