That's exactly what happened.

Conte had the oldest team ever (literally) at the euros. So After he left Ventura was supposed to rejuvenate the team and bring in new faces.

For his first match we had that 1-1 draw were decided it was prudent to keep the old team to start. Then it came a transition period that went fairly well with all the right younger faces. A big problem was that Ventura was focusing on an ultra-attacking 4-2-4 like a pleb. It worked against the smaller teams and there was a lot of optimism going into the match in Spain.

Then we got wrecked by Isco and it basically crippled Ventura's plans because he realized that you can't play with 2 CMs against a team like Spain. An overwhelming negativity happened and he hasn't found answers. He picks the right players for call ups for the most part, but tactically he has been terrible in the last 4 matches or so. He has an old school obsession with systems that don't work anymore and avoids playing the more technical players in the squad. If it would work, like with Conte, its not a problem. But if you sacrifice talent for tactics and then your tactics are poor then...

Insigne, Bernardeschi, El Shaarawy, Florenzi, Jorginho, Pellegrini and Marchisio weren't starting against Sweden (and then he took out Verratti too). If you are gonna be that bold in excluding so many of your best players then you have to make sure to know what you are doing.
