Velocity 9 is the actual serum which gives speed in longer time. Since they are on version 7 atm there is still time for that to happen.
Isn't Zoom actually dead though? he isn't human and you could be right that the serum has something to do with him.

I think Zoom is Hunter Zolomon from the future or something. There must be a reason he isn't trying to catch Jay Garrick? If he has all the speedsters in there.

Yeah Jay Garrick could be dead. Maybe he moved so fast he appeared twice when they saw his double? And he can't make the serum by himself, which is why he came to earth one. Don't know really. The whole Hunter Zolomon reveal threw me off.
How did Wally get his powers?

Don't think the serum is the way he gets his powers then? Must be Zoom then. Read Zoom was injured (Like Jay) and helped Flash solve cases (like Jay). Could be him

I think that Hunter Zolomon from Earth 1 later (in the future Earth 1) gets injected of that serum becoming Zoom, after years of worshiping Barry travels in time collecting speed from all speedsters that's why he knows so much of Barry and why didn't kill Jay on Earth 2 and avoids killing him.

Basically the Jay who "lost his powers" could be Zoom. The real Jay the man in the mask.

"Jay" may be the actual Earth-2 Hunter Zolomon while the man in the mask be the real Jay, but "Jay" and Zoom aren't the same person.

Honestly? I don't have one. I've found that making theories or predictions just leaves you dissatisfied if/when it doesn't come to pass. I just want to see where the writers take it.

That said, there is a theory I've seen similar to yours, which suggests that Zoom & "Jay" (in this case the real Earth-2 Jay's twin brother, Hunter Zolomon, are working together and keeping the REAL Earth-2 Jay locked up in that mask. Earth-1 Jay died with his parents leaving Hunter to be adopted. Still leaves a lot of questions (twins? Zoom's identity? etc) and the "twins" thing would feel like a bit of a cop-out... sorta like my answer to your question, I suppose.

A Jay Garrick doppelgänger. The real Jay Garrick is the man in the mask. His identity is being stolen (the mask is probably some face-stealing tech).
Jay Garrick of the future. The Velocity drugs Caitlin has been giving Jay to restore his Speed Force have a dangerous side effect, and that side effect is Zoom.
He is now an addict and craves the ultimate fix: Barry Allen’s Speed Force.
Exactly the scenario above, except he’s Jay’s Speed Force personified, manifested into its own sentience.

I don't have any personal theories but most of the theories i have read are pretty much on the same line

Velocity 9 is the central point of the whole zoom thing. It could be, as we discussed earlier, that zoom is a side effect of that formula and constantly needs speed to continue living. The earth 2 Jay Garrick needs constant dose of velocity 9 to help him regenerate cells.
Zoom needs constant speed from all the speedsters to continue getting faster and probably increase his life as well. Heavy link between the two.
The guy in the cell with an iron mask could be another Jay Garrick from another timeline who was travelling back in time to warn either earth 1 people or earth 2 people about this and got trapped by Zoom who took his speed and obviously not killing him since its another version of him.
Also what about Edward Clariss RO?

"Jay" is (or was) clearly a separate person from Zoom... he's physical in the scenes and therefore not an after-image. And if it was time travel shenanigans then by the show's already established rules killing "Jay" should break Zoom's timeline and at the very least throw him out of his current position.
Best guess:
Zoom is Hunter Zolomon (of either Earth)
The man in the mask is Eddie

This show might be cheesy, a lot of camp and not the best out there. But damn if it doesn't hit emotionally hard at a lot of times. Especially the stuff with Barry and his parents, mostly him and Joe.

Eddie could be the guy, I just don't know. It's really convoluted at the moment.
Also 3 week break. I really wish they had a 10 episode season with no breaks and gathered the budget... Next episode and this one both are fillers.
