The problem the player can't be registered with Barca until summer window opens . So even if he terminates the contract Barca can't register Ter Stiegen as their player before July 1.
If the ban applies Barca can't even get any players on loan as that will need registration as well.
Also these transfer bans apply only for buying players not for selling

Well, there was a guy on Sky atm who claimed that he spoke with some FIFA people and that the contract would be valid if there - so it seems to be possible that he signed and it could be registered after all.

I won't lie, I'm happy about this news. The rules are the rules and you have to be competent enough to understand them - and surely Barcelona's top management are and were. Which makes it even worse, sheer arrogance, knowingly disregarding the rules, because you think you're untouchable. Throw the shady money dealings from the Neymar transfer on top of this and you have to say Rosell & co. have been simply disgusting in their running of the club, hopefully Barcelona get a proper president and top management in place soon enough. Also, hopefully this ban won't be lifted after an appeal.

During this period Laporta and Sandro Rosell chaired the Catalan club. These actions of the Catalan club are "grave breaches" that caused the double penalty, and the obligation to "regularize the situation of children affected all players" within 90 days.
"The Disciplinary Commission is aware that, without proper controls, young players may be vulnerable to exploitation and abuse in a foreign country. For this reason, the governing bodies of sport and, in particular, FIFA, considered even more important protection of minors in football", he explains.
"Above all, the commission stressed that while in individual cases an international transfer can boost the career of a young player, it is likely that this practice harms the child . Based on this analysis, the committee decided that the interest of ensuring the proper and healthy development of a child in all aspects of his life prevails over the purely sporting interests", said FIFA.

For the 100th time, Chelsea didn't do the same thing They signed a pre-contract that wasn't legally binding. The player had neither moved to Chelsea yet or received any consideration. When Lens got wind of the pre-contract, they filed a complaint.
The reason the ruling got overturned in appeal was that, since the pre-contract had no legal effect, nothing wrong had been done yet from a rules standpoint. So the suspension was overturned. since nothing had been broken yet. It's like intending to rob a bank but not robbing it yet. You can't go to jail unless you actually rob the bank
Lens separtely filed a civil lawsuit against Chelsea. The monetary settlement was for that lawsuit and allowing Kakuta to go to Chelsea... nothing to do with UEFA/FIFA.
In this case, Barca has already signed 10 kids illegally to contract... not pre-contract... actual contracts. What leg does Barca have to stand on here? Someone please explain

What's inaccurate?
I suggest you do some research into how your owner acquired his wealth. Maybe read/watch some of John Sweeney's investigations into him for example.
It's fine Chelsea "fans" lording it over some club being bent, but people would consider signing under 18s to be less a crime than what Abramovich has been involved in.

I'm 100% aware of how he got his riches and while its very dodgy, I'm also aware that he didn't kill anyone to get them. No surprise you've somehow(once again) turned this into an anti-Chelsea campaign. Its almost as if you're obsessed. Slow down, will you?
